Both worse and better than it looks.
Worse: the ingame tooltip applies the Warfare bonus an additional time. To get the actual damage, divide the tooltip damage by (100%+warfare).
Better: the 100% damage, as stated by this wiki page, is the SUM of all physical, magical, and piercing damage on your weapon, including effects such as Perforation, Elemental Arrowheads, Venom Coating, and more. Slowdown Arrow is better than a regular shot when all you need is raw, pure physical damage.

The tool tip for all special arrows is bugged and shows more damage than it actually deals.

Is the damage stated by the arrow correct? Because ingame the number is as high as my crossbow dmg * my warfare multiplier(like here on the wiki); however the actual dmg of the shot is equal to my normal ranged attacks can anyone confirm?
what's the point of this? The slow effect is resisted physical armor. You can produce oil on the ground in about 6 different ways using geomancy spells which are NOT resisted by armor, or just throw out oil flasks which in Act 2, you an buy 50 of them.
