He is definitely the best merchant in this city. In other words, although Arx has a tremendous amount of merchants, they are all crap.
Some of them sell great unique items such as Unarmed elf, but the thing is they ONLY sell those, so they wouldn't get random Divine gears or those. Therefore, once you get what you need from them, they are basically useless unlike this guy.
His stock is basically similar to the good Driftwood merchants, so if you want to get non-unique Divine gears which are over Level 20 or higher, you should check him and the Dwarf lady on the same street (She doesn't really have lots of great items like him, but she also get some random Divine gears).
Other than that, Tarquin(Arguably the best merchant in the game even though he is practically not a professional merchant) and Almira are your go to merchants in Act 5.
This city was really disappointing for the shopping aspect. Driftwood which was supposed to be a countryside city was much better than this. I don't really understand why dev made it like this.
This city was supposed to be marvelous...
