I've found a nice exploit: 1- Equip the belt and gain +1 memory. 2- Equip your skills. 3- Remove the belt and you will keep all the skills equipped. 4- Can be done for all your party, giving 1 free skill slot for everyone.

Upgraded the belt to level 18. It gives +3 memory so far. I also enhanced it with an Eternal Artefact for the Warfare and Str boosts. Pretty solid belt.
