Signs of Resistance Walkthrough
This quest is automatically acquired when you saw Atusa executed for dissent. Let an Elf consume the leg of Atusa, you will learn that she's planning to save Verdas (at Holding Cell).
Note: you could also Keep Atusa's Leg and give it to Kniles the Flenser to avoid fighting him.
There are multiple ways to enter Holding Cell, either let yourself caught by removing your collar and seen by a magister (The Arena of Fort Joy), or through ancient tunnel (learn the location by completing The Imprisoned Elf), through quest The Teleporter or Withermoore's Soul Jar. Verdas, on the other hand, is already dying. He asked you to find the seekers. (Sanctuary of Amadia)
Speaking with Vasnya in the Holding Cells will also tell you that the magisters were talking about Seekers and Godwoken.
There is a letter in Dallis' room, which is behind the locked door near the ladder in Fort Joy Ghetto that you must kick down (you need the Gloves of Teleportation to get to it), that will tell you about the Seekers are a group helping people escape Fort Joy.
Find the Seeker shelter at Sanctuary of Amadia, agreed to save Gareth, their leader.
When you acquired weapons to fight Shriekers, report to Gareth and he will tell you Malady will decide to help you or not.

Quest never closed for me. I'm at Reaper's Coast now. Last thing on it says something about Bahara guarding the Seeker's camp
