In definite edition v3.6.69.4648 (probably earlier too) the damage doesn't scale with anything else than intelligence. If for example I have 5 points in hydrosophist skill (+25% to water damage), use dimensional bolt and randomly get water version of it, than the water damage isn't increased by 25% bonus from hydrosophist (I did some testing).

Fully agree with the below comment
Think of it more like a 1 AP dmg spell you can cast every round that also creates a puddle.
& don't compare this to something like a fireball, since typically this is for a summoner, who plays more of a support role & manipulator after spawning the incarnate and fully buffing it. This allows you to do a tad more elemental dmg to your targets to aid the incarnate inbetween your other skills for the round. It's an excellent filler, and the CAST is pretty satisfying also.

Reasons to cast Dimensional Bolt: #1 Can create a surface that could otherwise be difficult/time consuming to set up (oil, ice, electrified water, etc) #2 Is often a damage+debuff skill (damage+poisoned/burning/slow/shocked/etc). Do consider getting the Torturer talent if you're using this #3 One-turn cooldown, so you always have the option to add it to your rotation when you've run out of things to do for that combat round. Good for finishing off enemies, especially from high ground #4 If your summoner has an eclectic skillset, a lot of surfaces can potentially be a prelude to a nice, tasty combo # Damage-type can be re-rolled by the power of reload Reasons not to cast Dimensional Bolt: #1 Random damage type, can use a damage type the target is immune against (or worse) #2 Not as damaging as other skills (assuming they're not on cooldown)

This can guarantee a surface for the purposes of elemental ranger.

It's a guaranteed magical damage. It can be cast on every turn white you have to wait 4 turns before you can use fireball again. Plus, you can use the surface it creates to infuse an element in your Incarnate. All in all pretty cool skill.

Maybe I'm not getting it, but this thing is pretty terrible. At Lvl 17 and 29 INT, it does 198-219 dmg. Compare to Fireball, which does 397-439 dmg and is guaranteed not to pick exactly the wrong element every damn time.
What's the point of this thing?
Can create a blood, electrified water, fire, ice, oil, or poison surface.
